Célestin Amaïbé Dara is an experienced humanitarian professional specialising in MEAL (Monitoring, Evaluation, Accountability and Learning), data analysis, project management and emergency response. Deeply committed to humanitarian action, his career is defined by rigour, integrity, adaptability and a strong sense of responsibility, with a constant focus on improving programme quality and impact.
He holds an MBA in Audit and Management Control (MBA ESG), a Bachelor’s degree in Management from the Faculty of Economic and Management Sciences at the University of Bamako, as well as a Research Master’s degree in Audit and Management Control. His academic background is complemented by numerous professional certifications in monitoring and evaluation, project and programme planning, cash transfer programming, climate change, logistics tracking systems and quality management (ISO 9001), delivered by recognised institutions such as the International Federation of Red Cross and Red Crescent Societies, World Vision and UNCC Learn.
Since December 2021, he has been serving with Islamic Relief France as MEAL Technical Lead and Child Safeguarding Focal Point, based in Bamako. In this role, he provides strategic oversight of monitoring, evaluation, accountability and learning systems, contributing to enhanced programme quality, beneficiary protection and compliance with international humanitarian standards. In 2023, he also served as Rapid Response Mechanism (RRM) Manager, leading emergency interventions in complex humanitarian contexts.
Previously, he worked with several international humanitarian organisations, including Terre des hommes and World Vision, where he held positions in monitoring and evaluation, quality assurance and field monitoring across sectors such as food security, reproductive health and community mobilisation. These assignments strengthened his operational expertise in fragile and high-risk environments.
His professional trajectory also includes management and coordination roles within national institutions, notably the National Health Insurance Fund (CANAM), where he was responsible for biometric enrolment operations, operational planning, team leadership and quality management processes.
