Chantal Dagnaud

Some people build expertise. Others build organisations. Others still shape public policy. Chantal Dagnaud's career sits at the crossroads of all three.

For more than twenty-five years, she has worked where economic, territorial and human transformations take shape. Her work is less about financing projects than about making possible what seemed hard to reconcile: bringing together institutions and entrepreneurs, territories and investors, public decision-makers and economic players, local ambitions and international dynamics. Her career has led her to support governments, local authorities, international organisations, companies, investors and professional networks on several continents, with one ambition: turning ideas into projects, projects into results, and results into lasting impact.

A lawyer by training, with degrees from the Faculty of Law of the University of Bordeaux IV, the University of Kent in the United Kingdom and Sciences Po Toulouse, she has built recognised expertise in raising European and international funding, structuring strategic partnerships, territorial development and the governance of complex projects.

Her experience has been built both in institutional spheres and in international business ecosystems. She has worked in particular on international public procurement, industrial offset mechanisms, economic diplomacy and cooperation strategies between public and private players. A former President of ECCO Europe and a contributor to international think tanks on economic development and international markets, she has always placed cooperation at the heart of her work.

Since 2021, her commitment in Mayotte has reflected this will to connect strategy, funding and territorial transformation. After leading the coordination of the ERDF-ESF+ European funds at GIP L'Europe à Mayotte, she now helps, within EPRDM, to raise the resources needed for the reconstruction and sustainable development of the territory. Her work helps bring together local needs, national public policies and the major European and international funding mechanisms.

Internationally, she has also left her mark on the engineering and infrastructure sector. A former member of the global Board of the International Federation of Consulting Engineers (FIDIC), she is now Head of French-speaking Countries at FIDIC Africa. Her involvement in the FIDIC Academy allows her to explore infrastructure financing, governance, risk management, sustainable development, integrity and leadership in a fast-changing international context.

She also chairs the global Bureau of PLAMFE, the World Platform of Women Entrepreneurs. Present in seventeen countries, this international network works to develop women's entrepreneurship, economic leadership and economic diplomacy. In this role, she coordinates initiatives that foster cooperation between women entrepreneurs, institutions, investors and public partners across several continents.

She also chairs CINOV Conseil, the body representing management and strategy consulting professions in France, where she helps promote professional excellence, innovation and the role of consulting in major economic and social transformations.

Committed for several years to dispute prevention and resolution mechanisms, she took part in the work of CIMEDA and is now contributing to the creation of the International Court of Arbitration, Mediation and Expertise (CIAME), convinced that the quality of dialogue is one of the foundations of sustainable development and international cooperation.

A member of the G100 Global Women Leaders Network in the Sustainable Banking & Finance wing, an international speaker, trainer and lecturer in higher education, she regularly takes part in debates on international funding, infrastructure, leadership, governance and economic cooperation.

Beyond her roles, Chantal Dagnaud is recognised for her ability to bring together players with different interests, cultures and backgrounds around a shared vision. The organisations she works with regularly highlight her talent for building bridges between institutions and companies, territories and investors, engineering and finance, women's leadership and economic development.

Her career has earned her recognition today as a facilitator of international cooperation and an architect of development ecosystems, able to turn the diversity of players, expertise and territories into a collective force for impact, innovation and sustainable progress.
