Chantal DAGNAUD works in European project financing engineering (FEDER, FSE+, Interreg), territorial development and multi‑stakeholder project governance. She supports institutions, local authorities, companies and international networks in structuring, securing and steering their project trajectories. Her track record includes:

50+ organizations supported across Europe, Africa and the Overseas Territories.


A senior executive and consulting engineer, she brings over twenty years of experience in public funding, international cooperation and public policy evaluation. As founder of Institutions & Strategies, she has developed since 2010 a high‑level expertise in financial engineering and public strategy. She is also co‑founder of D&A Partners, dedicated to strategic partnerships and public‑private investment structuring.

An active figure in international governance, she serves as President of the national syndicate CINOV Conseil and leads PLAMFE Mondiale, an international network focused on economic diplomacy and women’s leadership. She sits on the Country Advisory Council of the G100, Sustainable Banking & Finance Wing, contributing to the advancement of sustainable and inclusive finance. A former FIDIC Board Member, she has contributed to the international governance and training of consulting engineers. She also acts as an international judge‑mediator within CIMEDA International.
Holding degrees in international and European law (Bordeaux IV), comparative law (University of Kent) and geopolitics (IEP Toulouse), she has strengthened her expertise with certifications in risk management (ISO 31000), institutional mediation, international financing (AFD) and FIDIC contract standards.
A TEDx speaker, lecturer in leading schools (ESSEC, EMLYON, INSA…) and international coach in women’s leadership, she actively contributes to knowledge dissemination and capacity‑building within public and private organizations.
