David Wilvy MBEMBA MOUSSAZAMBI

David Wilvy Mbemba Moussazambi is a Port Officer and Head of the Statistics Department at Port Autonome de Pointe-Noire, in Pointe-Noire, Republic of Congo. He carries out port policing and operations duties, gathers and analyses the information needed for the port’s performance, and coordinates his department’s reports and annual review.

A trainer at Port Autonome de Pointe-Noire since October 2016, he designs training materials, trains maritime traffic controllers as well as assistant port officers and harbour masters in maritime and port management, and supervises trainees. He has thereby trained a cohort of assistant port officers and maritime traffic controllers, contributing to the performance of Port Autonome de Pointe-Noire and to the Congolese maritime economy. Since September 2025, he has also worked as a distance-learning trainer at the Institut Francophone d’Economie Maritime (IFEM), in Paris.

An entrepreneur, he has owned ETS EL-SHADDAÏ in Pointe-Noire since June 2021, where he oversees day-to-day operations and represents the company to partners and institutions. He holds a Port Officer Diploma in maritime and port management, obtained in 2012 from the Ecole Nationale Supérieure Maritime (ENSM) in Tipaza, Algeria, as well as ISPS Code training in maritime and port security and safety and health training in onboard survival techniques and first aid.
