Lanto Rafilibera is an international consultant in strategy, market development and governance, with more than twenty years of experience across three continents.
Specialized in urban, industrial, tourism and infrastructure development, he supports governments, international institutions and major private‑sector groups in designing master plans, structuring complex projects and driving territorial transformation. His expertise also covers Smart Cities, strategic planning, infrastructure engineering and economic development.


As a board director in Africa and Europe, he contributes to governance, growth and organizational structuring, supporting executive committees, industrial strategy development and commercial expansion. His career has led him to manage major projects for the World Bank, African governments, pan‑African groups and international consulting firms.
